The GovRAMP Symposium convenes senior federal, state, and local leaders to explore how secure innovation, policy, and procurement intersect to advance trusted modernization across government.

Hosted in partnership with Billington CyberSecurity, the half-day program serves as the opening session of the Billington State & Local Cybersecurity Summit, setting the stage for collaboration and framework harmonization as a national security strategy.

Leslie Anderson

Chief Cyber Strategist, Head of Threat-Informed Defense Programs, MITRE

Leslie leads the MITRE Center for Threat-Informed Defense and ATT&CK Evaluations programs, advancing practical cybersecurity through the application of real-world adversary behaviors. She drives the strategic integration and evolution of MITRE’s open-source frameworks and community-driven resources, empowering organizations to improve their defensive posture. Most recently Leslie served as chief strategist for cyber operations integration at MITRE, and she played a key role in launching the company’s efforts to bridge commercial innovation with government.

Nicholas Leiserson

Senior Vice President for Policy, Institute for Security & Technology

Nicholas Leiserson is the Senior Vice President for Policy at the Institute for Security and Technology (IST). A legislative strategist and technologist, he has spent 15 years addressing cybersecurity risk and resilience and managing multidisciplinary teams of senior professionals at the White House and on Capitol Hill. He was integral in the creation of the Office of the National Cyber Director (ONCD) and served as one of its first employees where he built the infrastructure for an office that grew to over 80 people in two years.

Throughout his career, Leiserson has focused on developing policy ideas, building coalitions around them, carrying them through to execution, and conducting oversight of implementation. He has been recognized for his work leading the creation of the National Cybersecurity Strategy Implementation Plan and developing the Biden Administration’s approach to cybersecurity regulatory harmonization. He also created and executed the House legislative strategy for the Cyberspace Solarium Commission, which saw more than two dozen of the Commission’s recommendations enacted within nine months of its report being issued. Central to his success has been his ability to translate complex technology policy ideas for broader audiences, and he served as a speechwriter for principals in Congress and at the White House.

Leiserson previously served as the Assistant National Cyber Director for Cyber Policy and Programs at ONCD. In this role, Leiserson led ONCD’s national cybersecurity policy development, including critical infrastructure protection, regulatory harmonization, cyber insurance, and software liability. His Directorate produced reports and policy proposals that influenced National Security Memoranda, Executive Orders, and legislation, including by testifying before the Senate Committee on Homeland Security and Governmental Affairs. He earlier served as ONCD’s Deputy Chief of Staff where he built internal policies for the first new component in the Executive Office of the President in three decades and oversaw operations, including staffing and budgeting. He also served as the acting head of external affairs, coordinating the office’s engagements with Congress and the press.

Prior to joining ONCD, Leiserson spent more than a decade on the staff of former Congressman James R. Langevin (RI-02) in various roles, most recently as his Chief of Staff. During his time on Capitol Hill, Leiserson was responsible for advising the Congressman on cybersecurity issues and served as the staff lead for the Congressional Cybersecurity Caucus.

Leah McGrath

Leah McGrath serves as Executive Director of GovRAMP, the organization formerly known as StateRAMP.  McGrath was instrumental in launching the initiative in 2020, working in close collaboration with government and industry leaders to establish its original governance structure and cybersecurity policy framework. She oversaw the organization as it evolved into GovRAMP—a nationally recognized, public-private partnership advancing standardized cybersecurity verification for cloud solutions across the broader government ecosystem. 

In recognition of her vision and leadership in strengthening cyber resilience across both the public and private sectors, McGrath was named to NextGov’s 2025 Federal 100 and to Government Technology’s 2023 Top Doers, Dreamers and Drivers list, honoring the individuals driving real impact in the modernization of government technology.  

With over two decades of experience at the intersection of government, policy, and innovation, McGrath brings a proven track record in strategic planning, cross-sector collaboration, and digital transformation. Prior to her role with GovRAMP, she served as the first Deputy Mayor of the City of Fishers, Indiana, where she helped lead the city's transformation into a nationally ranked smart city. Her efforts included spearheading Fishers’ first long-range comprehensive plan and launching city-wide modernization initiatives—efforts that contributed to the city being named Money magazine’s #1 Best Place to Live in America in 2017. 

Throughout her career, McGrath has remained committed to improving outcomes for citizens through secure, scalable, and forward-thinking technology solutions. Today, she continues to serve as a national voice for supplier assurance, cyber policy alignment, and innovation in the public sector. 

Katerina Megas

Senior Policy Advisor,
NIST

Katerina Megas is Program Manager for the NIST Cybersecurity for Internet of Things (IoT) and the AI and Cybersecurity programs. With a Masters in Information Systems, PMP and ScrumMaster certifications, she has over 25 years of experience developing and leading technology and corporate strategies for organizations in both the private and public sectors. She has over 25 years of experience working in a wide range of technology areas ranging from organizations' development and execution of technology strategies to achieving their CMMI certification. She loves traveling and appreciates her wonderful colleagues who cover for her at work while she piles her family into a minivan taking road trips across Europe and the U.S. in search of the non-touristy experience.

Bernice Russell-Bond

State Chief Information Security Officer, North Carolina

Bernice Russell-Bond, a cybersecurity leader with more than 25 years of experience, serves as the state chief information security officer for the N.C. Department of Information Technology.

Russell-Bond oversees North Carolina’s cybersecurity efforts with a focus on strengthening partnerships and collaboration at the state, local and federal levels. She enjoys leading teams to empower all staff in fostering an effective cybersecurity culture.

Russell-Bond has held a variety of private-sector and nonprofit leadership roles in cybersecurity operations, risk management, IT governance, incident management and auditing. Before joining NCDIT in March 2025, she was chief information security officer and vice president of information security at RTI International. She also owned and ran her own IT risk management consulting firm for nearly 20 years.

She was named the NC TECH Association’s 2024 CISO of the Year and serves on the association’s advisory board. She is also board chair for the N.C. Museum of Life and Science.

Russell-Bond holds a Bachelor of Science in accounting from Hampton University and a Master of Business Administration for the University of Phoenix in addition to CISSP, PMP and ITIL v3 Foundations certifications.

Tony Sauerhoff

Chief AI & Innovation Officer, Interim State CIO & Executive Director, Texas Division of Information Resources (DIR)

Tony Sauerhoff is the Chief AI and Innovation Officer for the Texas Department of Information Resources.  Tony has over 30 years of experience in IT and cybersecurity in the public and private sectors and served in leadership positions with the U.S. Department of Defense and the federal judiciary prior to joining DIR.  He was the Chief Information Security Officer for the State of Texas before moving to his current role.  He began his career as a communications specialist in the U.S. Air Force.   Tony has a Bachelor of Science in Cybersecurity from Champlain College, a Master of Science in Information Security and Privacy from the University of Texas at Austin, and holds CISSP and GSLC cybersecurity certifications.

J.R. Sloan

CIO, State of Arizona and President of NASCIO

GovRAMP Board Past President

J.R. Sloan joined the State of Arizona in 2013 after working in the technology industry for over 20 years in operational and executive-level roles in both private and public organizations. As State CIO, J.R. oversees technology innovation, IT governance, policies, and standards, as well as the delivery and operations of enterprise IT services and programs for ASET. He also serves as Chairman of the State of Arizona Information Technology Authorization Committee (ITAC) which approves and monitors high-cost technology projects statewide.    

Focused on digital transformation for the state, J.R. spearheads projects that make a significant difference for Arizona. He led the creation and implementation of Arizona’s Cloud-First Policy which has resulted in the closure of 90 on-premise data centers and the successful migration of over 2,900 applications and has generated more than $10.8 million in recurring cost savings/avoidance. He standardized the development and security for over 130 state agency websites which have increased the number of online services available to Arizonans by 250% in a two-year period and has brought process efficiencies as much as 15x.  Completing the rollout of Google Workspace as the enterprise email and calendaring solution to 86 executive branch agencies (40,000+ mailboxes)  and now driving the ongoing adoption of the full collaboration capabilities. He also serves as an executive sponsor for key IT initiatives driven by ADOA  like Business One Stop and HRIS Modernization.

J.R. works collaboratively with IT leadership across the executive branch agencies to promote key enterprise initiatives, establish statewide IT policies, and identify enterprise opportunities that will yield better efficiencies and economies of scale.

J.R. is certified in Pragmatic Marketing and Product Management. His educational background includes Electrical Engineering at the University of Arizona and Architecture and Environmental Design at Arizona State University.

During his off hours, J.R. enjoys spending time with his four children and first grandchild as well as hiking, sampling Arizona’s local restaurants and participating in ministries and leadership at his church.

Jason Snyder

Jason Snyder is the Secretary of the Executive Office of Technology Services and Security. He was previously the Chief Technology Officer at Harvard University. He has more than 30 years of information technology experience in government, higher education and the private sector. He has worked at Harvard for almost ten years, as a Program Director for Identity & Access Management, as Managing Director of Architecture and Engineering, and as Chief Technology Officer since 2015. He served as Chief Technology Officer of the Commonwealth of Massachusetts for the duration of Governor Patrick’s tenure, and prior to that spent 13 years in the private sector at CSC Consulting Group. He's a graduate of Rensselaer Polytechnic Institute and lives in Reading.

Jessica Van Eerde

Jessica Van Eerde serves as Chief Operating Officer and General Counsel at GovRAMP. With more than a decade of experience navigating the complex intersections of law, procurement, and cybersecurity within State, Local, and Higher Education (SLED) sectors, Jessica plays a critical role in advancing GovRAMP’s mission to strengthen and streamline cybersecurity across the nation.

A strategic operator and trusted advisor, Van Eerde drives execution across key initiatives, ensuring organizational agility and compliance while scaling programs to meet the growing demands of GovRAMP’s diverse member base. Her multidisciplinary background uniquely positions her to navigate regulatory environments, negotiate complex agreements, and lead with both legal and operational foresight. Van Eerde’s leadership reflects a deep commitment to fostering innovation, advancing cybersecurity readiness, and supporting the evolving needs of the public sector in an increasingly interconnected world.

Victoria Yan Pillitteri

Manager, Security Engineering & Risk Management Group, NIST

Ms. Victoria Yan Pillitteri is a supervisory computer scientist in the Computer Security Division at the National Institute of Standards and Technology (NIST). Ms. Pillitteri is the Manager of the Security Engineering and Risk Management Group and leads the Risk Management Framework team/Federal Information Security Modernization Act (FISMA) Implementation Project. In that role, she develops the suite of risk management guidance used for managing cybersecurity risk in the federal government and coordinates the associated stakeholder outreach and public-private sector collaboration efforts. Ms. Pillitteri leads the Joint Task Force working group, a partnership with the Department of Defense, the Intelligence Community, and Civilian Agencies to develop a unified security framework to protect the U.S. Government from cyber-attacks, and is co-chair of the Federal Cybersecurity and Privacy Professionals Forum hosted by NIST. 

Ms. Pillitteri previously led programs in smart grid and cyber-physical systems cybersecurity, worked on the Framework for Improving Critical Infrastructure Cybersecurity, the Privacy Framework, and served as a program analyst in the NIST Office of the Director.

Ms. Pillitteri holds a B.S. in Electrical Engineering from the University of Maryland and an M.S. in Computer Science with a concentration in Information Assurance from The George Washington University. She has completed the Key Executive Leadership Program at American University and the Office of Personnel Management (OPM) Senior Executive Service Candidate Development Program, receiving an SES certification by the OPM Qualifications Review Board. Ms. Pillitteri is a Certified Information Systems Security Professional (CISSP).
