GovRAMP Announces Leadership Evolution to Support Next Stage of Growth and Innovation

Indianapolis, IN — March 10, 2026 — GovRAMP today announced a leadership transition designed to strengthen the organization’s operational excellence, deepen its technical strategy, and continue advancing its mission to deliver consistent, trusted cybersecurity practices across government.

After several years of dedicated service, Jessica Van Eerde, chief operating officer and general counsel, has chosen to move forward in the next chapter of her career later this month. Throughout her time with GovRAMP, Jessica’s leadership has been instrumental in shaping the organization’s structure, governance, and member‑focused operations. Her clarity, discipline, and community‑driven approach have helped build the strong foundation GovRAMP stands on today.

This foundation paves the way for the next phase of GovRAMP’s evolution. As part of this transition, David Resler will join GovRAMP as chief operating officer and chief technical officer, effective March 23.

Building on his leadership as the senior director at RAMPQuest, which serves as GovRAMP’s contracted NIST PMO, David brings more than two decades of senior experience leading global information security programs, modernizing mission‑critical infrastructure, and guiding complex compliance operations across federal and enterprise environments. His background spans NIST‑aligned controls, risk and assurance programs, continuous monitoring, and large‑scale operational transformation. With a deep understanding of GovRAMP’s mission and the communities it serves, David’s combined operational and technical expertise positions him to strengthen the organization’s internal systems, advance its technical strategy, and guide GovRAMP into its next chapter of innovation, scalability, and community impact.

To ensure continuity during this transition, Noah Brown, chief information security officer (CISO) for RAMPQuest, will lead the GovRAMP NIST PMO while recruitment is underway for David’s successor. RAMPQuest has already begun the search and will provide updates as the process advances.
